Next.js v16.2.0-canary.45: CI tweaks, ship happens v16.2.0-canary.45

Canary 45 landed with some housekeeping on the CI front, namely not running build-and-deploy on graphite-base branches because why waste cycles. Shout-out to @bgw for the assist. Nothing earth-shattering here, just the usual keeping-the-lights-on stuff that makes the whole machine work better.
